When you go to edit the HTML of your blog template and use jump to widget then you see that highlighted HTML code contain the locking widgets and in it replace "true" to "false" then the widget will become removable. Steps to remove locked widget from blog
Step1) Go To Blogger dashboard (the blogger home is known as dashboard) then choose the “Template” create a backup of your template(backup of your template help you to restore your template if something went wrong while editing).
Step2) Now Click on “edit HTML” and then then click on “Jump To Widget”
Step3) Now you have to select the widget to which you want to remove.
Step4) Now you will be jumped to that widget's coding.
Step5) Now in the widget coding look for The widget coding line in which there will written “locked='true’” if that will be locked as shown in the below picture
Step6) Now replace ‘true’ to ‘false’ and finally save the setting you have done.
Step7) Now go to blogger dashboard and then click on “Layout” and click on edit of that locked widget to which you want remove.
Step8) When a new window open then click on "Remove" button which is at the bottom.
Now you are done you widget has been removed.
